No, I don't think it touches any moving surface. It just gets held tight between the gear and the cam. The thrust plate goes around it, without touching it. Then the back of the cam gear and the front of the cam big bearing rub against the thrust plate depending on the gear load (as deflected by the angled teeth). The spacer provides the proper gap between the gear and the cam bearing for the thrust plate.
