Where do I stop? 200

How did I luck into such a group of like minded people. I recently bought an 87 240 wagon that is my dream volvo. I had to go 1100 miles to find exactly what I wanted. Flew out from Texas, bought it and drove as fast as I could west to get home before the Hurricane came. It was an opportunity to get to know this old girl. Now I'm home and ready to fix the few things I found.
I thought I had a short in the radio wire but it's just too darn close to the manual window gear. So every time I roll the window the radio cuts out.
I went in and just turned the speaker upside down and put it back and so far that worked.

Now I have some questions. I'm not much of a mechanic...but I like the feeling when I can fix something. My wallet likes it too. Such is why I joined this forum.

How do I deal with small spots of chipped paint that have begun to rust. And what exactly is the nature of rust (Inside out or outside In) If I paint it will it just be painted rust or is there a way to stop it?

I only have two areas or more serious rust. One in the driver door and the base about the size of an old Kennedy Half dollar and along the 5th Door bottom because of how it drains. It also looks like there is some in the screws on the rear vents.

I've been reading about the odometer fix and I'm going to try that as well. Mine is stuck at around 177K. I guess I need a little informaiton and a lot of encouragement. I think I can...
