Newly bought 940 failed emission 900

I drove the car for a good 30 minutes to let it warm up before testing. Then had to wait one hour before they actually started on my car, then the dumb tech put the front wheels on the dyno...anyway two hours after I handed the key to the test station rep I got the result. HC is too high, 1.86 for my car and the Mass upper limit is 1.20.
I bought the car from a dealer, so he has to make the car pass. My question is, is there anything he can do to simply make it pass but so good to the car(like retard the timing?)
