stock radio reinstall, poor sound 700

the PO installed a cd player in the volvo that was stolen before we got to it. they did a real nice hack job on the install. so i fixed everything to reinstall the original tape deck that was left in the trunk.

i got all the wires connected back together and power to everything. i can hear crackling at the speakers and some poor reception. the same thing happens when i play a tape. the music can only be heard when the volume is all the way up and nothing is really distinguishable. i just need help on where to start tracking down the problem. what can i do to check all hte components? we have an MP3 player that we want to use through the cassette adapter. i don't want to spend the money on a new cd or cassette deck, but i might go for a used OE tape deck if that is the problem. thanks
