Is my '73 164 automatic tranny a 2 speed or 3 speed??? 140-160

I recently got this car and it only seems to have 2 speeds. It upshifts at around 25 mph with light throttle and cruises at 60 mph at about 2500 rpm. If before it upshifts say around 20 mph I manually put the shifter into 1, nothing happens. It's like there is no first gear. It doesn't seem to miss it though since it can easily squeal the tires from a stop light. While it's not worth doing a major rebuild, is there some things I can check? The fluid level is fine and it's nice and pink/red. The cable at the throttle is disconnected because it wouldn't upshift at all unless I took my foot off the gas previously but that wouldn't explain the lack of a first gear even if I selected it manually. What about the modulator, or adjusting the brake bands as described in my Chiltons manual? I'm going to pull the pan just to check on the filter and go from there.
