Unusual Timing Belt Service find......(scratching head) 200

I purchased an extremely "cherry" '89 245 automatic w/ approx 100K miles, maintained to death with nothing but genuine Volvo parts, hoses, belts, everything. Not 10 miles into the new ownership, the timing belt **snaps**. Towed it home....yak yak yak. Anyway, I'm finally getting into the project and come to discover that the timing belt tensioner had a cotter pin inserted in the pushrod, I believe preventing the timing belt from being properly tensioned for the last 50K miles. Geesh! Oh well, I thought that this was an unusual find especially since this car was Volvo serviced for everything, or am I missing something about a cotter pin needing to be inserted in the rod that is surrounded by the spring on the t-belt tensioner?
