740 turbo no start, but only 400bucks??? 700

Hey, volvo people,
Found a 1989 silver 4door, 740 turbo, intercooler in a junk yard today, 400 bucks.

According to the yard guy it will start but only when you spray something (starter fluid?) in the intake? He also said it was in some water, up to the Hubcaps, that's the reason for the trip to the junkyard.

Any thoughts on this car, what could be the reason for the no-start. I'm 100% when it come to working on my 244 (b230f non-ic/turbo) so I'm sure a 740 is a close mech. job

Also does anyone know if 5 spoke 740 rims will fit my 1990 244?
