945T bogs down

This is what I have done:

When I accelerate hard and the turbo kicks in turbo gauge at about 2pm, engine RPM about 4000rpm, there would be a sudden power loss/surge for a second or two then the motor would rev up again. It is as though someone turned off engine for a second and turned it back on again.

Any idea where to look??

What I have done so far
1) Clean TB and adjusted idle
2) Change Fuel Pressure Regulator (solved fuel pump noise problem and black smoke on acceleration).
3) Change vacuum hose between CBV and intake manifold.


What I noticed:

When remove the air hose to TB, I noticed that there was oil inside the hose
The hoses for the IAC are caked with oil and dirt.
