Are you re-torquing the tensioner nut after you set the belt tension? This IS NOT an "automatic tensioner", but a manual one. That would explain it jumping, and it's the only thing that I can think of that would, except if the crank pulley bolt is not properly torqued and the crank gear is slipping.
The proper procedure for setting the tensioner is, after the NEW belt is on and crank bolt torqued:
-Remove the pin from the tensioner
-Rotate the engine slightly CW (normal rotation)
-torque tensioner nut.
