I fought with the high idle after driving on the highway for a lot of months. Similar set up also with a B20, SU's rebuilt by Tom Bryant and cast iron combined manifold. I finally resolved it by getting rid of the combined manifold (Tom Bryant's suggestion). I think there was an air leak at one or more of the shafts for the secondary butterflys. I installed an aluminium intake manifold and luckily found a dual pipe exhaust mahifold.
So, if the carb spacer doesn't work you might give this a try.
