If I'm not mistaken, most B20 applications called for a 10 psi cap, as opposed to 4 or 5 psi for B18's.
IMO... by definition, you can't have a "pressure cap" that isn't a safety mechanism, release lever or no, at least with respect to cooling system functionality. The release lever is simply there to relieve the pressure on the system before removing the cap. In that sense, then yes... the lever *is* a safety mechanism... for the safety of the operator, not the cooling system.
