Yes, if you turn the distributor while metering the hall sensor output lead you will see voltage transitions as the vane crosses the sensor. Other tests, in the car, show a feeler gauge being passed by a fully installed sensor (with the vane positioned in a window spot) to generate a spark.
No, the tach is not a reliable gauge of ignition function. Sure, if the tach needle does move you can deduce the cause, but if it doesn't it could be that particular tach won't respond to the ignition at your cranking speed. It is very iffy to condemn spark on the basis of no tach movement.
