cold start valve 700 1990

In recent years our 90 740 (Regina, non-turbo) has taken a couple extra revolutions to start up when cold. Replacing a failed fuel pump several months ago didn't help it any. I also suspected the cold start injector, but I was told that on the Regina cars the cold start injector doesn't come into play anyways, unless the ambient air temp is QUITE cold, like around 0 degrees F. We never do see weather like that in Atlanta. So I don't know what to think.
