The throttle rod may be too tight? Disconnect the rod and let the throttle plate close all the way. Adjust the position switch st it clicks when the throttle plate is turned just the slightest amount. Actual spec is 1 deg. Adjust if needed and reattach the rod. It should not cause the throttle plate to rotate. The throttle position switch actually tells the ICV to open and close. The ICV is the only way the engine can get any air, besides the idle adjust, when you close the throttle plate. So if it doesn't open all the way the engine starts gasping. Take the ICV out and clean it thoroughly with brake or carb cleaner. It should flop around freely. Put 12 volts on the middle pin and ground each side pin one at a time. The valve should flop open and closed quickly.
