Idle Problems When Cold 120-130

It could. If your points gap is a little close, or tends to wear close, electronic ignition could be the answer.
59 degrees on your dwell meter will tell you your points are gapped correctly.
These engines run better at 59 degrees dwell than they do at 70 degrees.
