Any of the things you've mentioned place an additional load on the engine when you turn them on - electrical devices generate a load through the alternator, and the AC compressor is a direct load when its clutch engages. I bet when you crank the steering all the way from one side to the other, the same hesitation/stalling happens, too. This all points to a sticking IAC valve, the occasional surging indicates that once in a while it's flipping open, and then rotates back and sticks in the accumulated oily gunk so the quick cycling back & forth that it's supposed to do just isn't happening.
