May not help, couldn't hoit!!

Seriously that is the easiest and cheapest thing to try.
If your pickup tube has a small hole in it, and there is no gas in the pump,
the level could make a BIG difference. The pump is not stroking very fast
at startup. And if you do get it going you are going to need more gas.
I'll bet it works!

BTW that is a considerable grade.
