charging system problem... 200 1988

"... all the grounds on the alternator are well grounded."

That need some explaining, as the alternator has only one ground. You may have something connected wrong.

Thick red wire to B+ terminal (10mm nut)
Thin red wire to D+ terminal (8mm nut or push-on connector)
Thick blue ground wire to lower inside alternator case bolt (8 mm nut)

okay, sorry. i meant to say the "ground" is well grounded. Those wires are all connected like they should be and read what they should except the voltage output.
