Headlights dont work 700 1991

With the relay replaced, unplug one of the headlights and remove the bulb. Try the lights. Do it again with the other side. This may isolate the problem. Also turn on the highbeams and try. It sounds like one of the power wires has been compromised and is grounding out on the body.
