Swap your J & K relays, they should be the same internally. If the headlights come on, your K is defective, get one at the junkyard for a couple of bucks.

This happened to me last year. After much other trouble shooting. This was my resolve. I have always left the position of my headlights on, before & after the relay replacemanet.
