No start 700 1990

The car is an 1990 740 turbo wagon, The car just will not start, jumping it doesnt work the gauges and stuff comes on you can hear the fuel pump everything sounds liek it clicks and then you go to start it and nothign happens it doesnt even make any noise or struggle to turn over it does nothing could this be the starter? thanks
