No start 700 1990

Could be the neutral safety switch. Try moving the selector to Neutral and then move the shifter back and forth while holding the key in the start position and see if the circuit completes.

Headlights on bright with key on? What happens to them when you move the key to the start position?

You might carefully apply 12v directly from the battery to the attachment point at the starter. Do not allow the heavy jumper wire to arc and create sparks at the battery post as there is a danger of them igniting hydrogen escaping from the battey...= explosion.
