tie rod replacement, or whole rack? 700 1990

Wheelworks said I needed new tie rods. Local Volvo shop said they were fine. Dealer said I needed new tie rods and they'd just replace the whole rack if they were doing it. What makes sense here?

I can feel the play in the front wheels when i jack up the front of the car, and my new front tires are beginning to have a scallop wear to them. I think the new rack is $400 ish, just the tie rods are $150 or so.

How hard is it to get the tie rods off of the rack? I'm not familiar with how they attach.
