Aye Roll is correct, the cloudiness is from water penetrating the adhesive between the two pieces of glass. This is normally caused by a failing windshield gasket or it was improperly installed. This has been the bain of antique automotive restoration, especially when replacements are not available.
I have had good luck with safelite for replacement windshields, so far they have installed them on eight of our vehicles. They have always cleaned up the car very nicely (no glass in the defroster vents). The only problem I had from their work was on a 93 Cherokee where a bubble formed in the RTV and let rain in, they were there within 1/2 hour of my calling them to fix it. Note that the Cherokee is an RTV only windshield installation... no gasket unlike our magnificent bricks!
