"I put in the clutch, it seems to let up" ?? Unless it is because of completely unloading the driveshaft... it would seem that you have an engine related imbalance. No wonder front end work and 16 wheel balancings didn't fix it.

How about stuff like broken cooling fan blade, loose fan clutch, worn out accessory mount bushing (metal to metal), failing vibration damper (wobble).

This could just be exhaust resonance or something in the pass compartment buzzing at those RPMs.
