I'm having a little trouble with your explanation...but I do believe poster Sil has it right...the browns supply IGN power from Fuse2 to the horns, and black is the horn control wire (which would read 12V any time IGN is ON and the horn switch is OPEN)...confirm absolutely by turning IGN OFF and checking for continuity to chassis while activating horn control.
