I need help to 'start' 200 1989

Well all I have a starting issue. I have read the archives and the 700/900 FAQ about starting probs but I cannot find the source of my prob. I have 11.9V @ the Batt. and the same at the starter. Turn the key and I get nothing. there is voltage going to the Coil (11.8) Am I missing something or do I need a new starter (about 150 at the autoparts store w/a 55.00 core). Thanks for the help.
