On the later carbs with three bolt air cleaners, there's a clip that slides onto the frame and anchors the rubber of the cable sheath. These are available from IPD, and no doubt elsewhere.

On the earlier two-bolt carbs, there's a clamp with a tightening bolt that grabs the metal of the sheath with the rubber stripped off.
