Trailer wiring - feedback?

My 240 does not flash the bulb-out lamp, and I believe the reason is that the trailer connection is wired to both sides, left and right. This should put equal load on both sides, and there should be no voltage differences to trip the bulb-out relay. This is my understanding, anyway.
