From what I have found, the ignition circuit should fire without the presence of the injectors, but even if you put carbs on, you will still have to maintain a fuel delivery circuit of sorts. There is a plate on the engine that suggests a mechanical fuel pump is available. You might look at the Volvo-Penta marine application, since they are the same basic block.
