Wow! $4500 is a lot of money for a used engine even with installation. Used engines for 700's can be found for a few hundred $$. If it were my car I'd find another mechanic that knows Volvos and can diagnose the problems with this one. Any idea what year car the engine came from? The boost problem could be wastegate or something with a turbo hose ( which you mentioned that you checked already).

With that much $$ in the car, you wouldn't get much for it selling as is.
