There is no in-tank filter prior to 1972, so that's not it.

How full is the tank? It's fairly common for the pickup tube in the tank to develop pinholes partway up. If the fuel level is below a pinhole, the pump will suck air instead of fuel -- you'll have very low pressure, and no volume to speak of. If it runs with the tank full but not with it partly full, that's very likely the problem.
