Here's something to try:
Use P'Blaster of penetrating oil, let it soak in overnight.
Put the nut back on the shaft, not tight. Leave it so that the shaft does not stick out of it at all. With a hammer, tap sorta hard on the shaft - but you will hit the nut and not damage the shaft. Hammer face needs to be larger diameter than the shaft.
If that doesn't work, check with a parts house (AutoZone or such) and see what type puller they have as a loaner; ask if they will pull the pulley for you.

PS I just remembered the candle wax method, but that's little trickier and requires a torch.
