According to the Volvo Green manual for the Regina system, the 2-3-2 code is set when the Control Unit receives information from the O2 sensor that the fuel/air mixture is either too lean or too rich and when the control system has adapted as much as it can. The 2-3-1 code is for slow changes, the 2-3-2 code is for swift changes. This is at idling speeds. Possible causes are given as:
Too lean;
Air leakage. Look at the air intake hoses, the Idle Air Control hoses, all vacuum hoses, flame trap hoses, check injector seals. Even a loose oil dip stick or loose oil filler cap seal can do this.
Low fuel pressure. Check the pressure in the fuel rail. If low, could be the regulator, a dirty fuel filter, a weak fuel pump. (I'd doubt the latter or I think you'd get a 2-3-1 code, if I understand this right.)
Faulty O2 sensor or wiring
Too rich:
Fuel pressure too high
Leaking injector
Leaking EVAP valve
Faulty O2 sensor or wiring
Look in the 700/900 FAQs for details on checking these. That's all I can find for you. I have had the good fortune not to have this code(yet).
