Never offered in North America. Volvo figured that no one would spend $35K for a manual 960-S90. Volvo sold the 960-S90's as luxury cars not a sport sedans. Plus since Volvo only saw about 3% of all the cars sold ordered with a manual transmission why even try to sell one here. Volvo would be looking at less than 500 manual transmission cars being delivered to North America between 1995 and 1998. 125 cars a year if they were lucky? They would lose money just stocking the required drive train parts for those 500 cars here in the states.
