Perhaps the trouble with charging is only coincidental to the dash work. If you are measuring 12V at the small red wire while it is connected to the alternator, while the ignition is in key position II, there is a problem with the alternator, or its blue ground wire.
With the same conditions, try checking the frame or case of the alternator for voltage to chassis ground. That will help you decide whether the blue wire got broken. If indeed at ground like it should be, then pull the brush assembly and clean its ground contact, because the standard Bosch regulator assembly should provide a 68 ohm resistor from D+ (small red wire) to ground.
