Turbo 'off-switch' would this work? 700

OOOOOOOOH.
I understand now.
I actually thought you had it backwards, but now I get it.
So, does this mean that the wastegate is usually closed and there is boost at all engine speeds? Granted the boost wouldn't be much, but the turbo would be spinning?
...That sucks! That explains a lot about turbos' mileage.

Essentially then, my idea wouldn't work because the actuator needs both vacuum and pressure... and my setup would be preventing the wastegate from opening. huh. I'm glad I didn't do that.

Now I understand what people meant by adjusting the wastegate actuator rod - effectively limiting the distance the rod would move (and aperture of the wastegate) and reducing the exhaust that flows around the turbo instead of through.

Thanks for explaining that.
