It sounds like you are trying to regulate the bost of the turbo. There are many turbo boost controlers on the market from electronic to very simple manual ones. These are very popular in the japan import scene and can be ordered from NOPI. I have a manual one on mine that the previous owner installed. Just a turn on the knob.
