Sean is absolutely right.
That factory epoxy paint is the best base that you could hope for.
If you don't see any rust they are alloy [slang for aluminum].
In this case the alloy or mixture of metals is called" Dural" or Duraluminum which is an Aluminum alloyed with a small percentage of Nickel. Tough stuff.
Scuff it with burgundy [very fine] scotch brite.
Clean with lacquer thinner to de-grease,and or
Wash with TSP[ pure detergent] or POR marine clean, rinse a long time.
Non ferros metal cleaner if you can find it.If the surface is pitted only.
Prime and paint. IPD has some Centuri in a rattle can,hard stuff,stock silver.
Check out POR website, but this automotive stuff can get very pricey.
PS. Stainless is too bendable [modulus of elasticity] for wheel-making.
