I recently revived a sticking footswitch by "cleaning" and lubricating it with lots of WD-40 sprayed into the terminal area and working the switch many times. The WD ran back out of the button and terminal areas, full of rust and gunk, but the switch now rotates between high & low contacts every time I stomp it.
In my opinion, WD-40 is a decent cleaner/deoxidizer for high current contacts like the high/low beam switch. You do wash out any heavier lube that's left, but it was probably full of crud anyway. You've got to put up with the smell of WD for a while, though.
I opened up another switch years ago and found the contacts were so worn the switch would hang up on the worn areas. Time for a new switch, if so.
