As the other guys said... Do you have lights in the car? Can you turn on the head lights or does the interior light go on? This will tell you if voltage is coming from your battery. The first connection is the starter and juice flows out from there... If you have juice in the car but the starter doesn't turn over, your issue is there.
The neutral safety switch mounts to the side of the tranny. It's so you can't start the car in gear... It doesn't allow the starter to engauge. The swtich itself is on the right side of the tranny with four wires connecting to it. Two wires control the reverse lights and two allow the starter to turn over. Thus if you have juice to the starter (i.e. lights in the car, radio etc.) but when you turn the key from the 'on' poss. to the 'start' poss. nothing happens, its this switch or the starter proper... Two of the wires going to the switch are brown and two are green. I'm pretty sure that it's the green pair that keep the starter from enguaging. Thus if you pull the two green ones off the swtich, and wire them together, you should be able to start the car. (if you have reverse lights on at all times when you wire the two wires together, it's the brown pair not the green pair).
