B28F Engine Problems 200

I did check the airflow sensor, by pushing the circular plate, attached to the lever downwards and it sprung back to the closed position. I now see that the control plunger, inside the fuel distributor could be stuck while in storage. I presume the top of the fuel distributor can be removed to inspect the plunger. I have a spare 4 cylinder CI fuel distributor and may see how to remove the cover and inspect the plunger. Thanks for your suggestion.
