HELP! 1991 245 SE will not shift out of 2nd into 3rd! High RPMs....

Well... I just checked the cable... and it's too free.

Here is a picture I just took....

Can this be fixed or is the cable snapped? I can't seem to 'push' the cable back in- but I wasn't trying too forcefully.
