If you have a voltmeter or even a test light you can test the switch.
On my '89 the hot wire into the switch is on the right side. Always hot, even with key out of ignition. Switched wire is on left side of brake switch. Hot only when stepping on brake. There's a handy ground for such testing, a metal tab at rear of shift lever housing where it meets the carpet. Clip on a test lead there.
The fuse is located before the switch; if there's voltage going into the switch then the fuse is good. Confirm that by pulling the fuse, the hot side of switch will lose its voltage.
If you find voltage on the left side of the switch but lights not working then the bulb failure relay is the next suspect. Its output wires for brake lights are, according to Haynes which isn't guaranteed always accurate, are blue + black, yellow + green, yellow. The brake light circuit grounds only after passing through the bulbs at rear of car.
