heater ? and dash ? 1800 1965

I have a couple of ?'s currently and always count on fellow brickboarders for answers. The first one is that my fan does not work. Is that a function of the switch or the heater box or ? All the wires are hooked up to the switch after looking at it after unhooking it from the dash. Another heater issue I noticed yesterday was that the "temp" cable that is supposed to control the temp lever was not working. I took it loose and found that the rubber/plastic covering of the cable was stripped or rubbed off from the connection nearest the dash. The other end was OK. Would that cause the cable not to be able to functin correctly? Are there easy solutions for this?
Also, what year dash pads fit the '65? Is it worth taking the whole pad off to put on the cap? or ?
