The fan is easy to remove - a few screws and withdraw the unit. One thing to check is that the wires are hooked up correctly.
Also, do check your fuses first. In my experience, a blown or poorly seated fuse is usually the cause of unexpected subsystem failure. Plus it's much easier to check a fuse than to pull your heater fan.
Unsure if pulling your dashboard would be very easy. I just did this to my 71E demolition car today and it was surprisingly troublesome considering that car has been sawed into several smaller parts...
