I'd expect the voltage to be on the blue wire OK, but it's not uncommon for that connector to be overlooked or unseated after some cluster work.

Sorry but I don't know what part that flex strip/fuse plays.

I don't have any post-'89 240 time, but based on the Bentley diagrams it looks like any '91—'93 cluster will interchange.
