Sounds like it could be the solenoid. A quick way to rule out "starter" related vs. "PNP/ign switch" problems is to test for voltage at the skinny wire (remove it from the starter just in case the starter decides to work) on the starter solenoid when a helper turns the key. Voltage indicates that the ignition and PNP switches are OK, and the problem lies in the starter/solenoid. No voltage suggests a fault upstream of the starter.
