I live near Houston and it happens fequently to me as well. Mine happens not in necessarily deep water but alot of it. There is a spot on I-45 that has poor drainage and the cars throw alot of water. I always assumed it was water on my distributor. I have a belly pan, but it manages to get up in the engine bay anyway. The water is flying upwards and can find its way in little cracks. The next time it is going to rain, I would try putting electrical tape around the bottom of the dist cap edge to seal the water out and see if it happens. Good luck.
