Cold start problems 200 1989

Yours being an 89 then I would think it has a cold start injector and an Air control valve. Both of these need periodic cleaning and possible replacing. To check the air valve look at a post I did on here today responding to a post about injector temp sensor. I would also look for any vacuum leaks especially around the lines coming off the intake and providing vacuum to the vent system. The little hose going through the firewall always cracks. Any vacuum leak is emphasized by the colder air. The 02 sensor has nothing to do with it as it does not even start working untill about 2 to 3 minutes after starting the car. Also you are running summer type gas in a winter climate. I bet you guys there hardly ever get to run winter fuel.. It is thicker is the best I can say about it. It does idle better in cold weather.
